Now things are getting exciting in Cologne-Westhoven! On the site of the former Stollwerck chocolate factory, a modern commercial area is being built, the Cologne East Campus, which is being developed by Panattoni Germany. The Porz district council has already taken the first step and decided to check Stollwerckstraße for its “finally developed” condition in order to regulate traffic in this lively corner. A smart move, as the area will likely contribute to truck traffic when the new commercial units come on stream. This is what the Rundschau Online reports.
The plans are extremely interesting: both small-scale and large-scale commercial units are to be built on an area totaling 69,400 square meters. Panattoni will implement the whole thing in two phases. In the first phase, a “City Dock” with ten units on around 10,400 square meters will be built, which is scheduled to begin in the third quarter of 2023 and be completed by the fourth quarter of 2026. The second phase, which includes Panattoni Park, will offer 30,000 square meters of rental space and is expected to be completed between the third quarter of 2026 and the third quarter of 2027, according to the real estate manager.
A look into the future of the city
Cologne is in the midst of a development that affects not only commercial and industrial areas, but the entire urban infrastructure. The urban development concept for the manufacturing economy (StEK Wirtschaft) highlights the scarcity of these areas. The City Council of Cologne adopted this concept on February 13, 2025 in order to take the needs of local companies into account and at the same time meet the requirements of climate change. The city of Cologne has exercised a proper say here, so that the development of the Cologne East campus also meets future-proof requirements.
Overall, it is about creating sustainable economic areas and making Cologne attractive as an economic region. This also includes the idea of actively using new areas for business and strategically managing the settlement. Andree Haack, the councilor for urban development, also emphasizes this in his comments on the StEK economy.
The old chocolate factory – a new era
The historic chocolate production in Westhoven was stopped in 2016 and the company relocated to the north, but the site is now blooming in new splendor. It is being redeveloped as a last-mile logistics and business park. Thanks to a building land reserve, there is also the possibility of expanding the rental space to up to 14,500 square meters. The existing space is currently almost fully rented, which shows that demand in Cologne is really high.
Pedestrian safety is now particularly important on Stollwerckstrasse. There is currently a lack of a continuous sidewalk, which the Porz district council considers a security risk. That's why there is a demand for adequate sidewalk design between Kölner Straße and Am Westhover Berg street, because these small but crucial steps are simply necessary!
Overall, it will be interesting to see how the picture in Westhoven will change in the coming years. The Cologne East campus will certainly open up new perspectives and bring a breath of fresh air to the region not only for the local companies, but also for the entire neighborhood.
